Yes. Category:ವರ್ಗಗಳು exists. and it has a Category:ಮೂಲಭೂತ like the eng wiki. ಮೂಲಭೂತ should act as root for all categories. in ವರ್ಗಗಳು there is a 'Fundamental' and a sort of 'Table of Contents' category. This would make a good base for all the categories.
I think eng wiki category tree is extremely good. Our wiki will bcm of world standards if we follow it.
